The Jugendamt is the German federal agency for children: its decisions are in fact binding and at home it enjoys the reputation as a bulwark of social protection. The criterion of nationality takes precedence over any other consideration, with a latent threat even for mixed couples who do not separate but who are induced to follow the dictates of the Jugendamt. A separate burden is left to the separated and non-German parent: to contribute to food and to the education of the child, even if he has lost every role in the choices of growth.
Those who do not accept these rules are further penalized, seeing themselves denied even a short holiday with their children; and anyone who escapes due to impossibility or protest to the payment of food, or keeps his son away from Germany, becomes the victim of a European arrest warrant issued by the German court, which is strictly applied by the other European countries. The European Parliament has received numerous petitions, but the pressure and the total unwillingness to cooperate on the German side have prevented any progress. The European Commission itself is reluctant to intervene, despite questions, letters, meetings with the Commissioner Reding's cabinet (on www.niccolorinaldi.it there is an account of the many initiatives of these years), for lack of competence in family law and respect formal rules of the EU by Berlin. However, discrimination is obvious, and if the Jugendamt were from a smaller country, there would be no such compliments.
The Jugendamt reveals a sense of German insecurity to become properly Europeans, to accept that a child grows up even with a non-German parent, and demonstrates the persistence of a sense of superiority and a role of the State of which these parents are only the last victims, among the innumerable affected
